ASSESSMENT BOARD OF REVIEW

The Assessment Board of Review consists of 5 members, each having a 5 year term. The task of the members is to hear the grievances of any resident who wishes to be heard. Grievance day is the 4th Tuesday in May of every year.
There is no set date for meetings. Grievance Day is the 4th Tuesday in May each year at the Rosendale Recreation Center. Residents must call first for an appointment. Town Board Liaison Councilwoman Greene.

The Capital Improvement Coordinating Commission shall be comprised of the Town Supervisor, the Superintendent of Water and Sewer, the Highway Superintendent, the chairperson of the Recreation Commission and the chairperson of the Economic Development Commission. The Capital Improvement Coordinating Commission is to review, research, consider and recommend a capital improvement plan to the Rosendale Town Board.

The Economic Development Commission shall consist of five (5) members, all residents of Rosendale, and the members shall be appointed by the Town Board of the Town of Rosendale to serve a single term of five (5) years. The Economic Development Committee is to review, research, consider and recommend economic development programs to the Rosendale Town Board.
Meetings are held on the 1st Monday of each month at 7:00 p.m. at the Community Center. Town Board Liaison Supervisor McDonough.
ENVIRONMENTAL COMMISSION

The Commission shall consist of nine members who shall be appointed by the Town Board and shall serve at the pleasure of the Town Board. Persons residing within the Town of Rosendale who are interested in the improvement and preservation of environmental quality shall be eligible for appointment as a member of the Commission. Vacancies on the Commission shall be filled in the same manner as the original appointment, except that a vacancy occurring other than by the expiration of term of office shall be filled only for the remainder of the unexpired term.
Meetings are held on the 4th Thursday of each month at 7:00 p.m. at the Rosendale community Center. Town Board Liaison Councilman Cluen.

The Planning Board consists of seven members authorized and empowered to exercise and control powers over subdivisions of land for the purpose of development in the Town of Rosendale.
Meetings are held on the 1st Thursday of each month at 7:30 p.m. at the Community Center. Town Board Liaison Councilwoman Greene.

POLICE COMMISSION

The Police Commissioners shall consist of three Commissioners which shall include the Supervisor of the Town of Rosendale and two others who shall be appointed by the Town Board of the Town of Rosendale.

The Recreation Commission consists of 7 members. They shall have the authority to equip, operate and maintain playgrounds, parks and neighborhood recreation centers within the Town.

The Town Board is the governing body of the Town of Rosendale and is comprised of the Town Supervisor and four part-time council members. The council members are each elected to a four year term. The Town Board meets on the first Wednesday of every month beginning at 7:30 p.m. at the Community Center for its workshop meeting. The regular Town Board meeting is the second Wednesday of every month beginning at 7:30 p.m. at the Community Center. The Town Board does, on occasion, have additional meetings or a change from their regular meeting. These changes and additions will always be noted in advance either in the newspaper and/or by posting at the Town Clerk’s office or local post offices. All meetings are open to the public with the exception of executive sessions where matters such as: proposed, pending or current litigation; medical, financial, credit or employment history of a particular person/corporation, or matters leading to said dismissal, removal, promotion, appointment, employment, discipline, demotion or suspension; the proposed acquisition/sale/lease of real property when publicity might affect value; matters which imperil safety if disclosed; matters which may disclose the identity of a law enforcement officer or informer; information relating to current/future investigation or prosecution of a criminal offense; preparation or administration of exams; or collective bargaining negotiations.
Among many other things, the town board adopts a budget, fixes the salaries of officers and employees, establishes rules of its procedure and designates the official newspaper of the town. They have numerous other functions that can never all be stated but here are a few: pass new town legislation; regulate certain dangerous conditions; compromise or settle claims; call special town elections; provide for town improvements; create improvement districts; and designate depositories for town moneys.

WATER AND SEWER COMMISSION

The Water/Sewer Commission consists of 5 members. They are to be held responsible to the Town Board for general operation of the Water and Sewer Districts, preparation of its annual budget, subject to Town Board approval, and monthly reports to the Town Board.

YOUTH COMMISSION

The Youth Commission shall consist of at least six but not more than 10 members, all residents of the Town of Rosendale, and ˝ of the members of said Commission shall be at least 21 years of age and the other members shall be at least 14 years of age, but not more than 20 years of age. The Youth Commission shall meet monthly to research and study the needs and problems of youth in the Town of Rosendale, develop plans and programs to be run by the Town of Rosendale, evaluate programs to determine their effectiveness, coordinate the effective and efficient disbursement of aid received by the Town of Rosendale. The Youth Commission is to report directly to the Town Board all its findings and recommendations and, in conjunction with the Town Board, request assistance from the various youth agencies in Ulster County and New York State to establish and implement youth programs.

ZONING BOARD OF APPEALS

The Zoning Board of Appeals shall consist of five members. An alternate shall be appointed to act in the absence of a regular member. A member of the Board of Appeals shall not at the same time be a member of the Town Board. In the absence of a Chairperson, the Board of Appeals may designate a member to serve as Acting Chairman.
